SES Performance Standards
In FY 2004, all FWS Senior Executive Service (SES) managers must
include Government Performance and Results Act (GPRA) and Department
of the Interior (DOI) Strategic Plan performance measures in their
performance plans. To advance these efforts and expand accountability
to achieving GPRA goals, the GPRA goals and performance measures
must also be cascaded into the performance appraisal plans of 25
percent of the Department of the Interior managers who will report
to SES managers by July 2004. The Regional Directors will be directly
responsible for achieving the performance measure targets in the
DOI mission goals of Resource Protection, Resource Use, Recreation,
and Serving Communities. The Assistant Directors will be responsible
for achieving the process-related goals that constitute the DOI
Management Excellence goal, which ensures achievement of the five
President's Management Agenda initiatives.
In addition, the Service is aligning the Management by Objectives
(MBO) for each SES manager to the appropriate DOI Strategic Plan
performance measures to ensure that all managerial performance is
in the context of the DOI strategic framework. The MBOs contain
key strategies to ensure the Secretary's Strategic Plan goals are
met.
