The Program Assessment Rating Tool (PART) was introduced in FY 2002 to evaluate government programs in a transparent manner for the FY 2004 budget process. The PART is an accountability tool that evaluates a program's purpose, design, planning, management, results and accountability to determine its overall effectiveness and funding.

FWS Programs that have been evaluated by the PART:

• National Fish Hatchery System (FY2002)

• National Wildlife Refuge System (FY2003)
