The Service finalized the Coastal Prairie Coalition’s Grazing Lands Conservation Initiative Safe Harbor Agreement (Agreement) and issued a 99 year permit authorizing incidental take of Attwater’s prairie chickens, northern aplomado falcons, and whooping cranes which may occur during the course of normal ranching and conservation activity. The Safe Harbor Agreement also covers black lace cactus. The Agreement covers coastal prairie in Aransas, Austin, Calhoun, Colorado, Galveston, Goliad, and Refugio counties along the mid- and lower Texas coast.
