Matagorda Ship Channel Improvement Project

 Pat Clements from the Corpus Christi Ecological Services Field Office and Phil Glass from the Clear Lake Ecological Services Field office attended the first meeting of the Matagorda Ship Channel Improvement Project Working Group for the Dredge Material Maintenance and Beneficial Uses Plan.  Participants at the meeting included representatives from the project developer, Calhoun County Navigation District (CCND), their consultants, URS Corporation, U.S. Army Corps of Engineers (USACE), Regulatory and Planning and Environmental Departments, National Marine Fisheries Service, Texas Commission on Environmental Quality, Texas Parks and Wildlife Department, and Stakeholder representatives from Alcoa and Calhoun Liquefied Natural Gas.  CCND is proposing to develop and proceed with a project to deepen and widen the Matagorda Ship Channel under an individual permit from the USACE because of the current unavailability of federal funding for navigation projects.  CCND has already submitted a permit application to the USACE Galveston District.  A Public Scoping meeting is planned for March 2006 to present a Draft Environmental Impact Statement (DEIS).  The DEIS is proposed to be published in late July 2006 and the FEIS in January 2007.  CCND's goal is to have a Record of Decision by February 2007.  Drafts of the DEIS are not yet available for resource agency review.
