At long last, contracting crews began constructing the new Bitter Lake National Wildlife Refuge visitor center on August 29, 2005.  The Joseph R. Skeen Visitor Center is scheduled to be completed by May 2006.  The finished 6,000 square foot building will highlight the unique qualities of the refuge's water resources and wildlife as the theme will be "Oasis in the Desert."  A main feature will be a large deck and rear panel of windows set directly above a bluff that overlooks the refuge wetlands and the refuge portion of the Pecos River Valley.  Funding for the building was originally appropriated in 2003.
