Most visitors to the Winona District of the Upper Mississippi River National Wildlife and Fish Refuge access the refuge by water, often using boat landings operated by someone other than the refuge. The District has an agreement with the City of Winona, Minn. to maintain informational signs and brochure boxes at refuge access points located on City property. The sign at Dick's Marina had outlived its usefulness and was recently replaced with an updated version of the "Notice Board."
