| Addendum to the Habitat Conservation Planning Handbook
The joint FWS and NMFS Habitat Conservation Planning Handbook was finalized in November, 1996, providing the first comprehensive HCP program guidance. This addendum supplements guidance provided in the HCP Handbook for procedures for Service compliance with the incidental take permit provisions of Section 10(a)(1)(B) of the ESA. This addendum provides additional guidance in the areas of biological goals, adaptive management, monitoring, public participation, and permit duration in the habitat conservation planning and incidental take permitting process.
